China General Administration of Customs (GAC) issued Announcement No.77 of 2026, introducing strict new declaration requirements for processing‑type machinery exports. The regulation officially came into force on June 30, 2026, requiring full‑process verification for dual‑use item control over goods under HS code range 8454‑8465.
Scope of Covered Equipment
Controlled equipment includes bending machines, lathes, milling machines, grinding machines, laser marking machines, laser cutting machines, laser welding machines, and other machinery with similar processing functions, such as dental 5‑axis milling machines.
Under this rule, exporters must verify dual‑use‑item compliance across the whole workflow: procurement, receiving goods, and customs declaration, not only at the customs‑filing stage.
Practical Risks for Export
Complete product data is mandatory Vague or incomplete information about product parameters, functions and intended use will result in direct customs rejection, blocking shipment clearance.
Long inspection lead‑time for questioned goods If customs raises doubts on goods classification, manual inspection and third‑party technical appraisal may be triggered. The whole review process can take 1‑3 months, which will cause port detention and delivery delays.
